Cultures of Ithia: The Parimori.

The Parimori people formed by an exiled Fierian prince, armed mercenaries, Klemant nomads, Gallus, and Margony people. Parimor is a free city in the middle of the Humanic Empire. A city of freedom, vice, and intrigue a city that worships Mire and Vexia Katar in equal measure. Parimor is a center of trade, and all is a well defended city built on what is now a flood plain. The city is raised up now and often has flowing channels of water and is only reachable by boat or bridge. Parimor is an economic powerhouse with many of the primary guild houses, merchant lords, and a vast banking system where many a foreign noble stash their wealth when in fear of the local rulers. When nations need loans, they come to seek them in Parimor. The Parimor are led by an elite cabal of Vexian and Mireites chosen by the wealthy elite. 

The Parimori like rich flavorful food that is aesthetically pleasing. They like intricate and difficult recipes that require immense skill and care. The lower classes have more simple fare outside of the grant carnivals during the festive months. Though they still have greater access to spices than most cultures. The Vexian elite stand as the face of Parimor while the Mireites rule beside them in the shadows. They have no formal military forces and militia are maintained to keep banditry down. The Parimori prefer to weaponize mercantile ventures than rely on steel. The Parimori wear masks the poor classes wearing simple monotone or simplistic patterns while the higher classes become ever more intricate. Fashion is far more revealing and impractical in Parimor and nobles wear the brightest and intricate of clothing meant to show off their wealth. Parimor believes in freedom and the masks let them avoid the shame and spite of the Evari. 

Parimor has very few laws and is a place of debauchery, decadence, and pleasure. Physical violence is frowned upon and outlawed. The Parimori are do not allow Evari laws in and have the economic power to maintain its sovereignty in the empire. Many Kingdoms and lords have some degree of debt to the Parimor banks. They are a city of entertainments from districts of brothels, theaters, opera from the Ashike, Margo, Markorathi, and Evar, orchestras from across the world, districts of foreign color, and grand museums. The streets are often full of music, costumes, and spectacles. Due to its size, it has no great sports arenas but has a few smaller tracks for racing dogs and other smaller beasts and smaller fighting rings.  

The Parimori believe in Secrecy and Hedonism. They pursue intrigue and the pursuit of every whim towards pleasure. The Parimori Elite regularly hold festivals and feasts to keep the underclasses happy as Paramor has no formal military and individuals are only allowed limited personal guards, and an underclass uprising is a real threat.  

The Parimori control land trade in the center of the Empire, control a massive amount of the banks across the Empire and overseas, and are a place where many nobles visit to rest from the rigors of Evari purity. They have limited industry save for having a large production of dyes.  

Parimor is a strong financial backer of the Evari, Marok, and Ashike with binding alliances with all three of these human empires. Attacking this disarmed city-state would gain all three of their ires and that is if your forces survive their officers being picked off, their rations poisoned, and the seat of the Assassin and Spy guilds tear you apart along with a large selection of Mireites and Vexian followers.
